14 On page 10, between lines 25 and 26,

16 insert:
17 Section 8. Notwithstanding section 420.5099, Florida
18 Statutes, or any qualified allocation plan adopted by the
19 corporation, if a project that has previously received a
20 carryover allocation of low-income housing tax credits is
21 unable to be placed in service by the date required under
22 section 42(h)(1)(E) of the Internal Revenue Code of 1986,
23 caused in whole or in part by circumstances beyond the control
24 of the project, including, but not limited to, an appeal filed
25 with a local government which required work stoppage, the
26 corporation shall, upon the return by the project of such
27 low-income housing tax credits, issue a binding commitment for
28 the same amount of low-income housing tax credits to the
29 project for the immediately succeeding year.
