15         On page 4, line 15, and on page 7, line 29, after the

16  period

18  insert:  The potable water element shall also include a work

19  plan for implementing water conservation programs with lower

20  marginal costs than new water supply programs, considering the

21  costs of environmental impacts and benefits, water quality

22  benefits, energy savings and wastewater treatment cost and

23  timeline to implementation. The workplan shall include

24  evaluation of improved metering and measuring of water use;

25  water conservation rate structures; retrofit to efficient

26  plumbing fixtures; design and installation of water

27  conservation landscape and irrigation systems, water

28  distribution system leak detection and repair; public

29  information programs, waterwater prohibitions; and water

30  conservation survey programs targeting large water users and

31  irrigation sites.
