  1                      A bill to be entitled

  2         An act relating to state employees; providing a

  3         statement of sound principles to guide the

  4         operation and financing of employer-provided

  5         health insurance; providing an effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8

  9         Section 1.  The Legislature finds and declares that the

10  following principles should guide the operation and financing

11  of state employee health insurance:

12         (1)  Changes must be fair to all generations and not

13  create inequities.

14         (2)  Employee-borne costs should reflect what similarly

15  situated persons would pay in the market.

16         (3)  Rates charged for the benefits provided should

17  reflect sound actuarial practice.

18         (4)  Employers should have a reasonable expectation of

19  stability in payroll costs.

20         (5)  Coverage choices should encourage wellness and

21  prompt coverage for needed services.

22         Section 2.  This act shall take effect July 1, 2002.
