1 A bill to be entitled
2 An act relating to disabled veterans; amending
3 s. 320.0842, F.S.; authorizing certain veterans
4 to apply for a license plate with the
5 wheelchair symbol; providing for an annual use
6 fee; providing for the disposition of the fee;
7 providing for the collection of other required
8 taxes, charges, and fees; providing an
9 effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Subsections (5), (6), and (7) are added to
14 section 320.0842, Florida Statutes, to read:
15 320.0842 Free motor vehicle license plates to veterans
16 who use wheelchairs.--
17 (5) Any applicant who because of a long-term mobility
18 impairment is eligible for the disabled parking permit issued
19 under s. 320.0848 is eligible for a license plate under this
20 section if:
21 (a) The United States Department of Veterans Affairs
22 has determined the applicant to have a service-connected
23 disability rated for compensation between 10 and 90 percent;
24 or
25 (b) The applicant has been determined to have a
26 service-connected disability of between 10 and 90 percent and
27 the applicant is in receipt of disability retirement pay from
28 any branch of the United States Armed Services.
29 (6) Applicants applying under subsection (5) shall be
30 assessed a $17 annual use fee which must be deposited in the
31 State Homes for Veterans Trust Fund. All such fees are to be

1 administered by the Department of Veterans' Affairs and must
2 be used solely for the purpose of constructing, operating, and
3 maintaining domiciliary and nursing homes for veterans subject
4 to the requirements of chapter 216.
5 (7) Applicants applying under subsection (5) shall be
6 assessed all taxes, fees, and other charges otherwise required
7 pursuant to this chapter.
8 Section 2. This act shall take effect October 1, 2002.

13 This CS corrects a number of technical flaws in the bill as
filed, to include the reference to disabled parking permits in
14 s. 320.0848, F.S., and to clarify that disabled veterans are
"eligible" for the license plate rather than "eligible to
15 apply" for the license plate.
