16         On page 11, line 18, of the bill

18  insert:

19         (5)  In a year of apportionment, at all elections, a

20  voter claiming to be properly registered in the county and

21  eligible to vote in the election, but whose eligibility cannot

22  be determined, shall be entitled to vote a provisional ballot

23  in the county in which the voter claims to be registered.  The

24  provisional ballot of a voter who is otherwise entitled to

25  vote shall not be rejected because the voter did not cast his

26  or her ballot in the precinct of his or her legal residence.

27  However, if the voter voted a ballot to which he or she was

28  not entitled, the canvassing board shall duplicate the ballot

29  for the races that the voter was entitled to vote in the

30  precinct of his or her legal residence and count the races for

31  which the voter was entitled to vote.  Notwithstanding any

  1  other provision of law to the contrary, the canvassing of

  2  provisional ballots voted pursuant to this subsection and the

  3  submission of their returns to the department shall be subject

  4  only to the deadlines set forth in s. 102.112(2).
