2 An act relating to specialty license plates;
3 amending ss. 320.08056 and 320.08058, F.S.;
4 providing for a Florida Golf license plate;
5 providing for a use fee; directing the
6 Department of Highway Safety and Motor Vehicles
7 to develop a Florida Golf license plate;
8 providing for the distribution and use of fees;
9 requiring the Florida Sports Foundation to
10 establish a youth golf program; providing for
11 an advisory committee; providing an effective
12 date.

14 Be It Enacted by the Legislature of the State of Florida:
15
16 Section 1. Paragraph (ff) is added to subsection (4)
17 of section 320.08056, Florida Statutes, to read:
18 320.08056 Specialty license plates.--
19 (4) The following license plate annual use fees shall
20 be collected for the appropriate specialty license plates:
21 (ff) Florida Golf license plate, $25.
22 Section 2. Subsection (32) is added to section
23 320.08058, Florida Statutes, to read:
24 320.08058 Specialty license plates.--
25 (32) FLORIDA GOLF LICENSE PLATES.--
26 (a) The Department of Highway Safety and Motor
27 Vehicles shall develop a Florida Golf license plate as
28 provided in this section. The word "Florida" must appear at
29 the bottom of the plate. The Dade Amateur Golf Association,
30 following consultation with the PGA TOUR, the Florida Sports

1 Foundation, the LPGA, and the PGA of America may submit a
2 revised sample plate for consideration by the department.
3 (b) The department shall distribute the Florida Golf
4 license plate annual use fee to the Florida Sports Foundation,
5 a direct-support organization of the Office of Tourism, Trade,
6 and Economic Development. The license plate annual use fees
7 are to be annually allocated as follows:
8 1. Up to 5 percent of the proceeds from the annual use
9 fees may be used by the Florida Sports Foundation for the
10 administration of the Florida Youth Golf Program.
11 2. The Dade Amateur Golf Association shall receive the
12 first $80,000 in proceeds from the annual use fees during the
13 first year of issuance for the operation of youth golf
14 programs in Miami-Dade County. Thereafter, 15 percent of the
15 proceeds from the annual use fees shall be provided to the
16 Dade Amateur Golf Association for the operation of youth golf
17 programs in Miami-Dade County.
18 3. The remaining proceeds from the annual use fees
19 shall be available for grants to nonprofit organizations to
20 operate youth golf programs and for marketing the Florida Golf
21 license plates. All grant recipients, including the Dade
22 Amateur Golf Association, shall be required to provide to the
23 Florida Sports Foundation an annual program and financial
24 report regarding the use of grant funds. Such reports shall
25 be made available to the public.
26 (c) The Florida Sports Foundation shall establish a
27 Florida Youth Golf Program. The Florida Youth Golf Program
28 shall assist organizations for the benefit of youth, introduce
29 young people to golf, instruct young people in golf, teach the
30 values of golf, and stress life skills, fair play, courtesy,
31 and self-discipline.

1 (d) The Florida Sports Foundation shall establish a
2 seven-member committee to offer advice regarding the
3 distribution of the annual use fees for grants to nonprofit
4 organizations. The advisory committee shall consist of one
5 member from a group serving youth, one member from a group
6 serving disabled youth, and five members at large.
7 Section 3. This act shall take effect upon becoming a
8 law.

13 Clarifies that the $80,000 allocation to the Dade Amateur Golf
Association is limited to the first year of plate issuance.
14 In subsequent years, the Association will receive 15 percent
of the revenue generated through the sale of specialty plates.
