1 A bill to be entitled
2 An act relating to postsecondary education;
3 creating the "Ramiro 'Toti' Mendez Act";
4 requiring community colleges and universities
5 to provide complete physical assessments to all
6 students who participate in organized
7 athletics; providing requirements for such
8 assessments; providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Physical assessments for college athletes
13 required.--
14 (1) This section may be cited as the "Ramiro 'Toti'
15 Mendez Act."
16 (2) Each community college and university in this
17 state must provide for each student who participates in
18 organized athletics to have a complete physical assessment.
19 The assessment must be performed by a physician licensed under
20 chapter 458, Florida Statutes, or chapter 459, Florida
21 Statutes, and must include a complete cardiovascular
22 assessment, including, but not limited to, an
23 electrocardiogram (EKG).
24 (3) The electrocardiogram performed under subsection
25 (2) must be analyzed by a person who is licensed or trained as
26 a specialist in EKG analysis.
27 Section 2. This act shall take effect July 1, 2002.
