13         Amendment (with title amendment) 

14         On page 4, between lines 29 and 30,

15

16  insert:

17         Section 3.  Paragraph (b) of subsection (1) of section

18  125.35, Florida Statutes, is amended to read:

19         125.35  County authorized to sell real and personal

20  property and to lease real property.--

21         (1)(a)  The board of county commissioners is expressly

22  authorized to sell and convey any real or personal property,

23  and to lease real property, belonging to the county, whenever

24  the board determines that it is to the best interest of the

25  county to do so, to the highest and best bidder for the

26  particular use the board deems to be the highest and best, for

27  such length of term and such conditions as the governing body

28  may in its discretion determine.

29         (b)  Notwithstanding the provisions of paragraph (a),

30  the board of county commissioners is expressly authorized to:

31         1.  Negotiate the lease of an airport or seaport

  1  facility;

  2         2.  Modify or extend an existing lease of real property

  3  for an additional term not to exceed 25 years, where the

  4  improved value of the lease has an appraised value in excess

  5  of $20 million; or

  6         3.  Lease a professional sports franchise facility

  7  financed by revenues received pursuant to s. 125.0104 or s.

  8  212.20; or

  9         4.  Convert existing development rights held by a

10  private entity to a lease hold interest on any parcel of real

11  property of 5 acres or less;

13  under such terms and conditions as negotiated by the board.

18         On page 1, line 13, after the semicolon,

20  insert:

21         amending s. 125.35, F.S.; authorizing boards of

22         county commissioners to lease without a
