18 Section 1. Subsection (3) of section 252.365, Florida
19 Statutes, is amended to read:
20 252.365 Designation of emergency coordination
21 officers.--
22 (3) These individuals shall be responsible for
23 ensuring that each state agency and facility, such as a
24 prison, office building, or university, has a disaster
25 preparedness plan that is coordinated with approved by the
26 applicable local emergency-management emergency management
27 agency and approved by or the division.
28 (a) The disaster-preparedness plan must outline a
29 comprehensive and effective program to ensure continuity of
30 essential state functions under all circumstances. The plan
31 must identify a baseline of preparedness for a full range of

1 potential emergencies to establish a viable capability to
2 perform essential functions during any emergency or other
3 situation that disrupts normal operations.
4 (b) The plan must include, at a minimum, the following
5 elements: identification of essential functions, programs, and
6 personnel; procedures to implement the plan and personnel
7 notification and accountability; delegations of authority and
8 lines of succession; identification of alternative facilities
9 and related infrastructure, including those for
10 communications; identification and protection of vital records
11 and databases; and schedules and procedures for periodic
12 tests, training, and exercises.
13 (c) The division shall develop and distribute
14 guidelines for developing and implementing the plan. Each
15 agency is encouraged to initiate and complete development of
16 its plan immediately, but no later than July 1, 2003.
17 Section 2. This act shall take effect upon becoming a
18 law.
