18  and insert:

19  "Net positive conservation benefit" means compensation over

20  and above the conservation values for, or the replacement

21  value of, sate conservation lands.  Any compensation shall

22  include replacement lands with similar characteristics and

23  equal or higher conservation value unless no such lands exist,

24  in which case other lands with higher conservation values may

25  be substituted.  In any case, the acreage and economic value

26  of the lands received by the state must equal or exceed the

27  acreage and economic value of the lands being conveyed out of

28  state ownership.
