17 and insert: prior to final passage by that house of the
18 legislature. For purposes of the forty-eight hour period, the
19 term "final form" does not prohibit correction by technical,
20 nonsubstantive amendment. On final passage, the vote of each
21 member voting shall be entered on the journal. Passage of a
22 bill shall require a majority vote in each house. Each bill
23 and joint resolution passed in both houses shall be signed by
24 the presiding officers of the respective houses and by the
25 secretary of the senate and the clerk of the house of
26 representatives during the session or as soon as practicable
27 after its adjournment sine die.
28 BE IT FURTHER RESOLVED that in accordance with the
29 requirements of s. 101.161, Florida Statutes, the title and
30 substance of the amendment proposed herein shall appear on the
31 ballot as follows:

1 REVIEW PERIOD FOR PROPOSED LEGISLATION
2 BEFORE FINAL PASSAGE; EXEMPTIONS
3 Requires all bills, joint resolutions, concurrent
4 resolutions, resolutions, memorials, and conference reports to
5 be furnished in their final form, subject to technical,
6 nonsubstantive amendments, to each member of the house hearing
7 the measure at least forty-eight hours prior to final passage
8 by that house of the Legislature. Exempts all general
9 appropriation bills and their conference reports, which are
10 subject to a separate seventy-two hour public review period
11 under the State Constitution, and exempts concurrent
12 resolutions or resolutions relating to extension of a session
13 or legislative organization or procedures.
