2 An act relating to newborn infant screening;
3 authorizing formation of a study group under
4 Children's Medical Services of the Department
5 of Health; providing purpose; providing
6 membership; requiring recommendations and a
7 plan for expanding newborn infant screening
8 requirements; requiring consideration of the
9 costs of such expansion and testing; requiring
10 a report to the Legislature; providing an
11 effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Children's Medical Services of the
16 Department of Health is authorized to convene a study group
17 for the purpose of conducting comparative research regarding
18 the expanded infant screening programs currently operating in
19 other states and the use of tandem mass spectrometry in such
20 programs. The study group shall consist of members of the
21 Genetics and Infant Screening Advisory Council designated by
22 the Secretary of Health, a representative designated by the
23 Florida Hospital Association, and a representative from the
24 Florida chapter of the March of Dimes and shall operate under
25 the auspices of Children's Medical Services. Based on data
26 available from the states operating expanded infant screening
27 programs, the study group shall make recommendations regarding
28 the expansion of the newborn infant screening requirements
29 provided in s. 383.14, Florida Statutes, and shall develop an
30 expanded newborn infant screening plan tailored to the needs
31 of Florida's population. The study group shall also consider

1 the cost of current testing, the cost of expansion,
2 appropriate mechanisms for reimbursing the cost of testing,
3 and the appropriate location for such testing. The study
4 group's research shall be completed by August 1, 2002, and its
5 recommendations and plan shall be submitted to the Legislature
6 by September 1, 2002.
7 Section 2. This act shall take effect upon becoming a
8 law.
