1 A bill to be entitled
2 An act relating to newborn infant screening;
3 authorizing formation of a study group under
4 Children's Medical Services of the Department
5 of Health; providing purpose; providing
6 membership; requiring recommendations and a
7 plan for newborn infant screening requirements;
8 requiring consideration of the costs of
9 expansion and testing; requiring a report;
10 providing an effective date.

12 Be It Enacted by the Legislature of the State of Florida:

14 Section 1. Children's Medical Services of the
15 Department of Health is authorized to convene a study group
16 for the purpose of conducting comparative research regarding
17 the infant screening programs currently operating in other
18 states. The study group shall consist of members of the
19 Genetics and Infant Screening Advisory Council designated by
20 the Secretary of Health, a representative designated by the
21 Florida Hospital Association, a representative designated by
22 the Florida Statutory Teaching Hospital Council, Inc., and a
23 representative from the Florida chapter of the March of Dimes.
24 The study group shall operate under the auspices of Children's
25 Medical Services. Based on data available from the states
26 operating infant screening programs, the study group shall
27 make recommendations regarding the newborn infant screening
28 requirements provided in s. 383.14, Florida Statutes, and
29 shall develop a newborn infant screening plan tailored to the
30 needs of Florida's population. The study group shall also
31 consider the cost of current testing, the cost of expansion of

1 the screening requirements in s. 383.14, Florida Statutes,
2 appropriate mechanisms for reimbursing the cost of testing,
3 and the appropriate location for such testing. The study
4 group's research shall be completed by August 1, 2002, and its
5 recommendations and plan shall be submitted to the Governor,
6 the President of the Senate, and the Speaker of the House of
7 Representatives by September 1, 2002.
8 Section 2. This act shall take effect upon becoming a
9 law.
