1 A bill to be entitled
2 An act relating to trust funds; exempting from
3 termination the Inmate Bank Trust Fund
4 administered by the Department of Corrections;
5 terminating and transferring current balances
6 of specified trust funds administered by the
7 Department of Legal Affairs and the Department
8 of Corrections; providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. The Legislature finds that the Inmate Bank
13 Trust Fund, which has no FLAIR number and which is
14 administered by the Department of Corrections is exempt from
15 termination pursuant to Section 19(f), Article III of the
16 State Constitution.
17 Section 2. (1) The following trust funds administered
18 by the following agencies are terminated:
19 (a) Within the Department of Legal Affairs, the
20 Consumer Fraud Trust Fund, FLAIR number 41-2-127. All current
21 balances remaining in, and all revenues of, the Consumer Fraud
22 Trust Fund terminated by this act shall be transferred to the
23 Legal Affairs Revolving Trust Fund in the Department of Legal
24 Affairs, FLAIR number 41-2-439.
25 (b) Within the Department of Corrections, the Florida
26 Agricultural Exposition Trust Fund, FLAIR number 70-2-298. All
27 current balances remaining in, and all revenues of, the
28 Florida Agricultural Exposition Trust Fund terminated by this
29 act shall be transferred to the Operating Trust Fund in the
30 Department of Corrections, FLAIR number 70-2-510.

1 (3) For each trust fund and fund account terminated by
2 this act, the agency that administers the trust fund or fund
3 account shall pay any outstanding debts or obligations of the
4 terminated fund or account as soon as practicable, and the
5 Comptroller shall close out and remove the terminated fund or
6 account from the various state accounting systems using
7 generally accepted accounting principles concerning warrants
8 outstanding, assets, and liabilities.
9 Section 3. This act shall take effect July 1, 2002.

COMMITTEE SUBSTITUTE FOR

14 Terminates the Consumer Fraud Trust Fund in the Department of
Legal Affairs and transfers remaining cash balances to the
15 Legal Affairs Revolving Trust Fund.
16 Terminates the Florida Agricultural Exposition Trust Fund in
the Department of Corrections and transfers remaining cash
17 balances to the Operating Trust Fund.
