1 A bill to be entitled
2 An act relating to state security; creating the
3 Division of Homeland Security in the Department
4 of Law Enforcement; providing for the purpose
5 and duties of the division; providing an
6 effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. (1) The Division of Homeland Security is
11 created within the Department of Law Enforcement. The director
12 of the division shall be appointed by the Governor.
13 (2) The purpose of the Division of Homeland Security
14 is to coordinate the security of all state agencies. The
15 division shall:
16 (a) Act as a clearinghouse for rumors affecting public
17 security and safety in the state.
18 (b) Maintain constant contact with the United States
19 Office of Homeland Security.
20 (c) Develop a central database for security-related
21 information with the assistance of the State Technology
22 Office.
23 (d) Work with the Department of Community Affairs on
24 disaster preparedness.
25 (e) Work with the Department of Education, State
26 University System, and the State Board of Community Colleges
27 regarding student visas.
28 (f) Provide assistance to local law enforcement
29 agencies.
30 (g) Make recommendations to the Governor and the
31 Legislature to increase public security and safety.

1 Section 2. This act shall take effect July 1, 2002.

4 HOUSE SUMMARY
5 Creates the Division of Homeland Security in the
Department of Law Enforcement to coordinate the security
6 of all state agencies and cooperate with the United
States Office of Homeland Security.
