17 Section 2. Except as provided by a county or municipal
18 ordinance enacted before the effective date of this act, the
19 Division of Alcoholic Beverages and Tobacco within the
20 Department of Business and Professional Regulation has sole
21 and exclusive authority to regulate the display and marketing
22 within this state of cigars, pipe tobacco, and fine-cut
23 tobacco by retail dealers of such products.
