14 On page 2, lines 25-30, delete those lines

16 and insert: under the terms of a contract with the political
17 subdivision.
18 (4) No political subdivision of the state shall grant
19 a direct tax abatement or subsidy to an employer unless the
20 political subdivision in which the employer is doing business
21 requires, as a condition of the direct tax abatement or
22 subsidy, that the employer pay each of its employees employed
23 within this state a living wage, which is defined as an hourly
24 rate that provides an income at least equal to the poverty
25 level for a family of four, as established annually by the
26 United States Department of Health and Human Services.
