  1                         House Resolution

  2         A resolution recognizing the late Ralph Maltsby

  3         and Ed Duffee.

  4

  5         WHEREAS, in 1962, then Secretary of State Tom Adams

  6  made a decision that would change the face of government in

  7  Florida, and

  8         WHEREAS, at that time, Secretary Adams issued a

  9  directive from his office in the Old Capitol, and Ralph

10  Maltsby, now deceased, became the first African American to be

11  employed in Florida's capitol, and

12         WHEREAS, shortly afterward, Ed Duffee took his place as

13  the second African American state capitol employee, and a

14  giant stride was taken toward establishing diversity in the

15  government of Florida, and

16         WHEREAS, it is fitting that the late Mr. Maltsby and

17  Mr. Duffee be recognized for their place in the history of the

18  State of Florida, NOW, THEREFORE,

19

20  Be It Resolved by the House of Representatives of the State of

21  Florida:

22

23         That the House of Representatives pauses in its

24  deliberations to pay tribute to the memory of the late Ralph

25  Maltsby and to Ed Duffee as the first and second African

26  Americans to be employed to work in the halls of Florida's

27  state capitol.

28         BE IT FURTHER RESOLVED that a copy of this resolution

29  be presented to Mr. Ed Duffee as a tangible token of the

30  sentiments expressed herein.
