17         Section 2.  PILOT PROGRAM--Pilot projects shall be

18  established in 3 service areas of the the state with the

19  highest number of uninsured as identified in the Florida

20  Health Insurance Study.  Insurance carriers shall offer

21  flexible benefit plans to small employers in these areas.
