14         On page 11, between lines 3 & 4,

16  insert:

17         Section 2.  Program Evaluation.--The Department of

18  Insurance shall evaluate the implementation of this bill and

19  its impact on the entities that provide the plans, the number

20  of enrollees, the participants covered by the plans and their

21  access to care, the scope of health care coverage offered

22  under the plans, and an assessment of the plans, and shall

23  submit a report to the Governor, the President of the Senate,

24  and the Speaker of the House of Representatives, no later than

25  January 1, 2007.
