1 A bill to be entitled
2 An act relating to trust funds; terminating or
3 exempting from termination specified trust
4 funds administered by state general-government
5 agencies; repealing s. 121.095(3), F.S., which
6 declares the Florida Retirement System
7 Preservation of Benefits Plan Trust Fund to be
8 exempt from termination; providing an effective
9 date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. (1) The following trust funds administered
14 by the following agencies are terminated:
15 (a) With the Executive Office of the Governor:
16 1. The Black Contractors Bond Trust Fund, FLAIR number
17 31-2-056.
18 2. The Florida Investment Incentive Trust Fund, FLAIR
19 number 31-2-293.
20 (b) Within the Department of Management Services:
21 1. The Social Security Contribution Trust Fund, FLAIR
22 number 72-2-638.
23 2. The State Employee Child Care Revolving Trust Fund,
24 FLAIR number 72-2-670.
25 (2) Unless otherwise provided, all current balances
26 remaining in, and all revenues of, the trust funds terminated
27 by this act shall be transferred to the General Revenue Fund.
28 (3) For each trust fund and fund account terminated by
29 this act, the agency that administers the trust fund or fund
30 account shall pay any outstanding debts or obligations of the
31 terminated fund or account as soon as practicable, and the

1 Comptroller shall close out and remove the terminated fund or
2 account from the various state accounting systems using
3 generally accepted accounting principles concerning warrants
4 outstanding, assets, and liabilities.
5 Section 2. The Legislature finds that the following
6 trust funds administered by the following agencies are exempt
7 from termination pursuant to Section 19(f), Article III of the
8 State Constitution:
9 (a) Within the Department of Transportation
10 1. The Central Florida Beltway Trust Fund, FLAIR
11 number 55-2-074.
12 2. The Everglades Parkway Construction Trust Fund,
13 FLAIR number 55-2-199.
14 3. The Turnpike Controlled Access Trust Fund, FLAIR
15 number 55-2-334.
16 4. The Turnpike Renewals and Replacement Trust Fund,
17 FLAIR number 55-2-324.
18 5. The Turnpike General Reserve Trust Fund, FLAIR
19 number 55-2-326.
20 6. The Turnpike Bond Construction Trust Fund, FLAIR
21 number 55-2-340.
22 7. The Jacksonville Transportation Authority Project
