  1                      A bill to be entitled

  2         An act relating to trust funds; terminating or

  3         exempting from termination specified trust

  4         funds administered by state general-government

  5         agencies; repealing s. 121.095(3), F.S., which

  6         declares the Florida Retirement System

  7         Preservation of Benefits Plan Trust Fund to be

  8         exempt from termination; providing an effective

  9         date.

11  Be It Enacted by the Legislature of the State of Florida:

12

13         Section 1.  (1)  The following trust funds administered

14  by the following agencies are terminated:

15         (a)  Within the Executive Office of the Governor:

16         1.  The Black Contractors Bond Trust Fund, FLAIR number

17  31-2-056.

18         2.  The Florida Investment Incentive Trust Fund, FLAIR

19  number 31-2-293.

20         (b)  Within the Department of Management Services:

21         1.  The Social Security Contribution Trust Fund, FLAIR

22  number 72-2-638.

23         2.  The State Employee Child Care Revolving Trust Fund,

24  FLAIR number 72-2-670.

25         (c)  Within the Department of Transportation, the

26  Turnpike Controlled Access Trust Fund, FLAIR number 55-2-334.

27         (2)  Unless otherwise provided, all current balances

28  remaining in, and all revenues of, the trust funds terminated

29  by this act shall be transferred to the General Revenue Fund.

30         (3)  For each trust fund and fund account terminated by

31  this act, the agency that administers the trust fund or fund

  1  account shall pay any outstanding debts or obligations of the

  2  terminated fund or account as soon as practicable, and the

  3  Comptroller shall close out and remove the terminated fund or

  4  account from the various state accounting systems using

  5  generally accepted accounting principles concerning warrants

  6  outstanding, assets, and liabilities.

  7         Section 2.  The Legislature finds that the following

  8  trust funds administered by the following agencies are exempt

  9  from termination pursuant to Section 19(f), Article III of the

10  State Constitution:

11         (a)  Within the Department of Transportation:

12         1.  The Central Florida Beltway Trust Fund, FLAIR

13  number 55-2-074.

14         2.  The Everglades Parkway Construction Trust Fund,

15  FLAIR number 55-2-199.

16         3.  The Turnpike Renewals and Replacement Trust Fund,

17  FLAIR number 55-2-324.

18         4.  The Turnpike General Reserve Trust Fund, FLAIR

19  number 55-2-326.

20         5.  The Turnpike Bond Construction Trust Fund, FLAIR

21  number 55-2-340.

22         6.  The Jacksonville Transportation Authority Project

23  Construction Trust Fund, FLAIR number 55-2-413.

24         7.  The Jefferson County 1992 Project Construction

25  Trust Fund, FLAIR number 55-2-418.

  2  Statutes, is repealed.

  3         Section 4.  This act shall take effect July 1, 2002.
