16 insert: and Section 1 of Article IX of the Florida
17 Constitution providing for public education: "The education of
18 children is a fundamental value of the people of the State of
19 Florida. It is, therefore, a paramount duty of the state to
20 make adequate provision for the education of all children
21 residing within its borders. Adequate provision shall be made
22 by law for a uniform, efficient, safe, secure, and high
23 quality system of free public schools that allows students to
24 obtain a high quality education and for the establishment,
25 maintenance, and operation of institutions of higher learning
26 and other public education programs that the needs of the
27 people may require."
