11  Senator Miller moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 2, between lines 8 and 9,

15

16  insert:

17         (4)(a)  The state should not mandate specific

18  commercial or noncommercial reading programs but, instead,

19  should encourage schools to use the Florida reading program

20  standards in designing, evaluating, selecting, and

21  implementing reading programs. School districts and schools

22  must address a number of factors in selecting commercial or

23  district-developed reading programs, materials, and resources.

24  As reflected in the Florida reading program standards, the

25  program being considered must:

26         1.  Have a body of scientifically based reading

27  research that supports the effectiveness of the program in

28  improving student performance in reading or, at the very

29  least, supports the components and strategies that constitute

30  the program;

31         2.  Provide scientifically based reading research

  1  indicating that the program has a probability of success with

  2  the specific target population;

  3         3.  Complement the district's comprehensive design for

  4  reading;

  5         4.  Demonstrate a clear alignment to the Sunshine State

  6  Standards for reading; and

  7         (b)  School districts and schools must ensure that

  8  their reading programs:

  9         1. Provide that:

10         a.  All students are administered a screening;

11         b.  Struggling students are assessed using diagnostic

12  instruments in order to prescribe appropriate intervention;

13  and

14         c.  All students are provided with progress monitoring

15  in order to improve instruction, and teachers are trained in

16  the use of the instruments and analysis of the data they

17  provide.

18         2.  Provide students a minimum of 90 minutes of daily

19  instruction in reading.

20         3.  Are implemented as designed.
