1 A bill to be entitled
2 An act relating to the Jacksonville Seaport
3 Authority; amending ch. 2001-319, Laws of
4 Florida; authorizing applications to be filed
5 for, and agreements with respect to, the
6 establishment of bonded warehouses and a free
7 port, foreign trade zone, or area for the
8 reception from foreign countries of articles or
9 commerce both within and without the
10 territorial boundaries of Duval County;
11 providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Subsection (13) of section 3 of section 1
16 of chapter 2001-319, Laws of Florida, is amended to read:
17 Section 3. Powers.--Each authority shall have the
18 below specified powers, in addition to other powers otherwise
19 conferred by law; however, those powers that relate to
20 maritime issues are vested in the Jacksonville Seaport
21 Authority; those powers that relate to aviation issues are
22 vested in the Jacksonville Airport Authority; those powers
23 that are neutral in nature are vested in both authorities:
24 (13) To make any and all applications required by the
25 Treasury Department and other departments or agencies of the
26 Federal Government as a condition precedent to the
27 establishment within or without the county of a free port,
28 foreign trade zone, or area for the reception from foreign
29 countries of articles or commerce and to expedite and
30 encourage foreign commerce, and the handling, processing, and
31 delivery thereof into foreign commerce free from the payment

1 of custom duties and, provided there is an economic benefit to
2 Duval County, to enter into any agreements required by such
3 departments or agencies in connection therewith and to make
4 like applications and agreements with respect to the
5 establishment within and without said county of one or more
6 bonded warehouses.
7 Section 2. This act shall take effect upon becoming a
8 law.
