17 Section 16. Except as provided by a county or
18 municipal ordinance enacted before the effective date of this
19 act, the Division of Alcoholic Beverages and Tobacco within
20 the Department of Business and Professional Regulation has
21 sole and exclusive authority to regulate the display and
22 marketing within this state of cigars, pipe tobacco, and
23 fine-cut tobacco by retail dealers of such products.
