17  and insert:  1003.03. Maximum Class Size in Grades K-3--The
18  Legislature finds that investments in lower class sizes in
19  earlier grades leads in high student achievement, and students
20  in smaller classes achieve higher lifetime income and earning,
21  particularly in minority communities where lower class sizes
22  increase the prospect that students will attend college, and
23  lower class sizes allow teachers to spend more time on student
24  instruction and less on classroom management and student
25  discipline.  It is the intent of the Legislature that class
26  sizes in kindergarten through third grade shall not exceed
27  twenty students, utilizing a ratio of one full-time equivalent
28  classroom teacher per twenty students.
