17 Section 657. Section 1011.63, Florida Statutes, is
18 created to read:
19 1011.63 Investments in hiring and retaining quality
20 teachers.--The Legislature recognizes that hiring and
21 retaining qualified public school teachers plays a critical
22 role in preparing Florida's children for success. The
23 Legislature further recognizes that Florida's average teacher
24 salary is significantly below the national average, that
25 Florida's average teacher salary is lower than the majority of
26 southern states, and that the State of Florida will need an
27 estimated 160,000 teachers over the next 10 years to address
28 not only the high turnover of new and retiring teachers but
29 also the flight of quality teachers to higher paying teaching
30 jobs in neighboring states. The Legislature shall provide
31 funding to raise teacher salaries in Florida so they are at
