17 and insert:
18 3. Total potential funds per FTE for each district
19 shall be calculated by dividing the total potential funds, not
20 including prior year adjustments, for each district by its FTE
21 student count;
22 4. A state average total potential funds per FTE shall
23 be calculated by dividing the total potential funds, not
24 including prior year adjustments, for all districts by the
25 state total FTE student count;
26 5. For districts that have a levy value per FTE as
27 calculated in subparagraph 1. higher than the state average
28 calculated in subparagraph 2., a sparsity wealth adjustment
29 shall be calculated as the product of the difference between
30 the state average levy value per FTE calculated in
31 subparagraph 2. and the district's levy value per FTE
