18         Section 688.  Programs relevant to educational and
19  career goals.--The Legislature intends to ensure that all high
20  schools provide supportive services to students and their
21  parents to determine the comprehensive program of study which
22  will best meet the needs and goals of each student. At a
23  minimum, these services must include access to a guidance
24  counselor and assistance in developing an educational and
25  career plan. Each high school shall provide a variety of
26  comprehensive, relevant programs of study which will meet the
27  needs of all students and enable each student to pursue his or
28  her individual educational and career goals.
29         (2)  Key components of this process are:
30         (a)  A variety of programs of study which are based on
31  individual educational and career goals.

SENATE AMENDMENT Bill No. CS for SB 2-D Amendment No. ___ Barcode 113148 1 (b) Parental involvement in the identification of the 2 appropriate program of study. 3 (c) Assurance that all programs of study are designed 4 to provide a seamless transition to appropriate postsecondary 5 education and employment. 6 Section 689. Comprehensive program in career and 7 technical education; industry certification.-- 8 (1) A career and technical education program within a 9 comprehensive high school program of study must be certified 10 by the appropriate industry to ensure that all components of 11 the program are relevant and appropriate to prepare the 12 student for further education and employment in that industry. 13 (2) Effective July 1, 2007, each career and technical 14 education program that prepares students for postsecondary 15 education and employment and is offered as part of a 16 comprehensive program of study in a high school must be 17 industry-certified, except for courses classified as 18 exploratory, orientation, or practical arts. A student 19 enrolled in a course within a career and technical education 20 program that is not industry-certified may not be reported for 21 full-time-equivalent funding through the Florida Education 22 Finance Program unless the course is classified as 23 exploratory, orientation, or practical arts. The Department of 24 Education shall ensure that each program is certified by July 25 1, 2007, and recertified at least every 5 years thereafter. 26 The State Board of Education shall adopt rules pursuant to 27 sections 120.536(1) and 120.54, Florida Statutes, for 28 implementing the certification process, which rules must 29 establish any necessary procedures for obtaining appropriate 30 business partners and requirements for business and industry 31 involvement in curriculum oversight and equipment procurement. 2 11:01 AM 04/03/02 s0002D.ed28.8z
SENATE AMENDMENT Bill No. CS for SB 2-D Amendment No. ___ Barcode 113148 1 (3) Effective July 1, 2007, each career and technical 2 education program offered by a high school and able to be 3 articulated to a postsecondary level must have an articulation 4 agreement with one or more appropriate postsecondary education 5 institutions to ensure a seamless transition to a related 6 postsecondary program without a loss of credit for the 7 student. Students enrolled in a program that is not 8 articulated to a postsecondary program may not be reported for 9 full-time-equivalent-student funding through the Florida 10 Education Finance Program unless the course is classified as 11 exploratory, orientation, or practical arts or terminates at 12 the high school level. 13 Section 690. Comprehensive program in career and 14 technical education; course completion requirements.-- 15 (1) A comprehensive program of study in career and 16 technical education must be designed to ensure that, upon 17 completion of the program of study and graduation from high 18 school, a student is prepared to continue his or her education 19 at a postsecondary education institution and obtain 20 employment. Therefore, a comprehensive career and technical 21 education program of study must require of each student: 22 (a) Completion of academic courses with a designation 23 from the Department of Education of level two or above. All 24 credits earned to meet graduation requirements in mathematics, 25 science, and communication must have that designation. 26 (b) Attainment of at least one occupational completion 27 point in an industry-certified career and technical education 28 program or completion of at least two courses in a technology 29 education program. 30 (c) Completion of a one-credit core course addressing 31 workplace-readiness skills. SENATE AMENDMENT Bill No. CS for SB 2-D Amendment No. ___ Barcode 113148 1 define by rule the content of the course and shall ensure that 2 the course meets graduation requirements for performing fine 3 arts or practical arts. The course requirement may be 4 satisfied by infusing course content into an existing select 5 career and technical education course. 6 (d) Participation in work-based learning experiences, 7 as defined by rule by the State Board of Education. 8 (e) Participation in a capstone activity that includes 9 a project related to a career. This activity is designed to 10 apply and demonstrate the competencies and concepts attained 11 in the student's program of study. The State Board of 12 Education may specify by rule characteristics of capstone 13 activities that meet the intent of this paragraph. 14 (2) A student who fulfills the following requirements 15 may be recognized with a career and technical education 16 endorsement on his or her high school diploma: 17 (a) Completion of the requirements for high school 18 graduation as provided in section 1003.43, Florida Statutes, 19 and the additional requirements for a comprehensive career and 20 technical education program of study provided in subsection 21 (1). 22 (b) Passing of the college entry-level placement test 23 or an equivalent test identified by the department with a 24 score adequate to enroll in a public postsecondary education 25 program without the need for college preparatory or vocational 26 preparatory instruction. 27 (3) The career and technical education endorsement 28 indicates that the student is prepared to continue into 29 postsecondary education without the need for remediation and 30 that the student has marketable employment skills. SENATE AMENDMENT Bill No. CS for SB 2-D Amendment No. ___ Barcode 113148 1 endorsement. 2 (4) For each student who receives the career and 3 technical education endorsement on his or her high school 4 diploma, the school district shall receive incentive funding 5 as provided in section 1011.62, Florida Statutes, and the 6 annual General Appropriations Act. 7 (5) A school district that generates funds as a result 8 of industry-certified programs or incentive funding for 9 student achievement of the career and technical education 10 endorsement on the high school diploma must expend the total 11 amount on the comprehensive career and technical education 12 program of study. The school district may not apply indirect 13 charges to incentive funds earned. 14 Section 691. Comprehensive program in career and 15 technical education; counseling.--The Legislature finds that 16 to adequately assist students in advanced technical and 17 academic career planning, high school guidance counselors and 18 career specialists require preservice and inservice 19 professional-development programs that contain sufficient 20 information on career education. 21 (1) Each guidance counselor and career specialist in a 22 school having an industry-certified career and technical 23 education program must complete 12 hours of inservice training 24 in career and technical education for every 5-year period. The 25 inservice training shall include: 26 (a) An emphasis on labor-market trends and 27 projections. 28 (b) A practicum that focuses on development of a 29 career-awareness program. 30 (c) Content related to a career or employment within a 31 guidance counselor's work experience. 5 11:01 AM 04/03/02 s0002D.ed28.8z
SENATE AMENDMENT Bill No. CS for SB 2-D Amendment No. ___ Barcode 113148 1 (2) The Department of Education shall assist guidance 2 counselors and career specialists in attaining the additional 3 inservice training required. The State Board of Education 4 shall revise rules governing the certification and 5 recertification of guidance counselors to allow substitution 6 of personal work-based experiences and temporary employment 7 opportunities in business and industry for the required 8 classroom instruction. 9 (3) The Legislature encourages colleges of education 10 to provide for additional coursework required pursuant to this 11 section without increasing the total number of credit hours 12 needed to complete a program. Instead, the colleges are 13 encouraged to infuse course content into courses required for 14 introduction, theory, and practicum. 15 Section 692. Effective July 1, 2007, a full-time 16 equivalent student in a career and technical education program 17 that is not industry certified shall not generate any state 18 funding unless the student is in a course classified as 19 exploratory, orientation, or practical arts and the General 20 Appropriations Act contains a cost factor for such course. 21 Section 693. Section 1012.01, Florida Statutes, is 22 created to read: 23 1012.01 K-12 definitions.--Specific definitions shall 24 be as follows, and wherever such defined words or terms are 25 used in the Florida K-20 Education Code, they shall be used as 26 follows: 27 (1) SCHOOL OFFICERS.--The officers of the state system 28 of public education shall be the Commissioner of Education and 29 the members of the State Board of Education; and, for each 30 district school system, the officers shall be the district 31 school superintendent and members of the district school 6 11:01 AM 04/03/02 s0002D.ed28.8z
SENATE AMENDMENT Bill No. CS for SB 2-D Amendment No. ___ Barcode 113148 1 board. 2 (2) INSTRUCTIONAL PERSONNEL.--"Instructional 3 personnel" means any staff member whose function includes the 4 provision of direct instructional services to students. 5 Instructional personnel also includes personnel whose 6 functions provide direct support in the learning process of 7 students. Included in the classification of instructional 8 personnel are: 9 (a) Classroom teachers.--Classroom teachers are staff 10 members assigned the professional activity of instructing 11 students in courses in classroom situations, including basic 12 instruction, exceptional student education, career and 13 technical education, and adult education, including substitute 14 teachers. 15 (b) Student personnel services.--Student personnel 16 services include staff members responsible for: advising 17 students with regard to their abilities and aptitudes, 18 educational and occupational opportunities, and personal and 19 social adjustments; providing placement services; performing 20 educational evaluations; and similar functions.
