13         Senate Amendment 
14         On page 810, lines 26-27, delete those lines
15  
16  and insert:  limited English proficiency. Accommodations that
17  negate the validity of the statewide assessments, as
18  determined by the Governor's Validity Panel, are not
19  allowable. Until the Validity Panel submits its
20  recommendations in February, 2003, present Department of
21  Education rules regarding allowable accommodations shall
22  apply.
