11  The Council for Lifelong Learning offered the following:

13         Amendment (with title amendment) 
14         On page 1786, between lines 22 and 23,
15  
16  insert:  
17         Section 1072.  Paragraph (a) of subsection (1) of
18  section 110.1099, Florida Statutes, is amended to read:
19         110.1099  Education and training opportunities for
20  state employees.--
21         (1)(a)  Education and training are an integral
22  component in improving the delivery of services to the public.
23  Recognizing that the application of productivity-enhancing
24  technology and practice demands continuous educational and
25  training opportunities, a state employee may be authorized to
26  receive a voucher or grant, for matriculation fees, to attend
27  work-related courses at public community colleges, public
28  technical centers, or public universities. Student credit
29  hours generated by state employee fee waivers shall be
30  fundable credit hours. The department may implement the
31  provisions of this section from funds appropriated to the
