13         Amendment (with title amendment) 
14         On page 1785, between lines 8 and 9,

16  insert:  
17         Section 1056.  (1)  Effective July 1, 2002, each
18  district school board shall develop a plan for a K-12 foreign
19  language curriculum to be implemented in the 2006-2007 school
20  year and thereafter. In addition to curriculum design and
21  content, each plan must address the following:
22         (a)  An implementation strategy and timeline.
23         (b)  A foreign language professional development
24  program for instructional personnel.
25         (c)  An estimated program budget.
26  
27  Each school district must submit its plan to the Commissioner
28  of Education by June 30, 2004.
29         (2)  The Department of Education shall provide
30  technical assistance to the school districts upon request.
31         (3)  The commissioner shall prepare a summary of school

 1  district plans for submission to the Governor, the President
 2  of the Senate, and the Speaker of the House of Representatives
 3  by January 1, 2005. The summary report must include:
 4         (a)  Progress made by school districts in implementing
 5  the provisions of this section.
 6         (b)  Problems or difficulties encountered by school
 7  districts.
 8         (c)  The availability of instructional resources and
 9  personnel.
10         (d)  A projected budget for the first year of program
11  implementation.
