14         On page 1255, between lines 30 & 31, of the bill
15  
16  insert:  
17         Section 669.  Section 1011.731, Florida Statutes, is
18  created to read:
19         1011.731  Limit on Local Taxes for School Capital
20  Outlay.--Beginning with the effective date of this bill, any
21  local tax approved through referendum for the purpose of
22  raising revenue for school capital outlay purposes may not be
23  enacted for a period longer than 10 years.
