  1                    Senate Resolution No. ____

  2         A resolution expressing the sorrow of the

  3         Senate at the death of Richard Dale Hickam.

  4  

  5         WHEREAS, the Florida Senate, with deep regret, was

  6  informed of the death of Richard Dale Hickam, Deputy Staff

  7  Director of the Senate Appropriations Subcommittee on

  8  Education, and

  9         WHEREAS, Dale Hickam served the Florida Senate with

10  integrity and distinction for 22 years as a staff member of

11  its education and finance committees, and

12         WHEREAS, it is most appropriate that the Florida Senate

13  respectfully commemorate the untimely passing of a beloved

14  staff member, NOW, THEREFORE,

15  

16  Be It Resolved by the Senate of the State of Florida:

17  

18         That this legislative body does pause in its

19  deliberations to pay its respects to Richard Dale Hickam and

20  the Florida Senate in session assembled does record this

21  testimonial of esteem and bereavement:

22                           IN MEMORIAM

23                       RICHARD DALE HICKAM

24         Richard Dale Hickam was born in Kingsport, Tennessee,

25  and graduated in 1968 from New College in Sarasota, Florida.

26  Following graduate studies and work as a researcher at

27  Columbia University in New York City, Dale came to Tallahassee

28  at the express request of Senator Jack Gordon to assist the

29  Florida Legislature in crafting the Florida Education Finance

30  Program. Dale was widely recognized in the field of education

31  funding and his knowledge was valued throughout the state. In

  1  addition to his work with the Legislature, he served as a

  2  consultant and researcher for the Ford Foundation and the

  3  Education Commission of the States. Richard Dale Hickam will

  4  be remembered for his abilities as a teacher, his boundless

  5  energy, and his deep love of people.

  6         BE IT FURTHER RESOLVED that a copy of this resolution,

  7  signed by the President of the Senate, with the Seal of the

  8  Senate affixed, be transmitted to Vincent Hickam, brother of

  9  Richard Dale Hickam, as a tangible token of the sentiments

10  expressed in this Resolution and as a lasting symbol of the

11  respect of the members and staff of the Florida Senate.
