14 On page 3, between lines 7 and 8,

16 insert:
17 Section 3. If the full bank account, debit, charge, or
18 credit card number is or has been included in a court file,
19 such number may be included as part of the court record
20 available for public inspection and copying unless redaction
21 is requested by the holder of such number, or by the holder's
22 attorney or legal guardian, in a signed legibly written
23 request specifying the case name, case number, document
24 heading, and page number. The request must be delivered by
25 mail, facsimile, electronic transmission, or in person to the
26 clerk of the court. The clerk of the court does not have a
27 duty to inquire beyond the written request to verify the
28 identity of a person requesting redaction. A fee may not be
29 charged for the redaction of a bank account, debit, charge, or
30 credit card number pursuant to such request.
31 Section 4. Any person who prepares or files a document

1 to be recorded in the official records by the county recorder
2 as provided in chapter 28, Florida Statutes, may not include a
3 person's full bank account, debit, charge, or credit card
4 number in that document unless otherwise expressly required by
5 law. If the entire number is or has been included in a
6 document presented to the county recorder for recording in the
7 official records of the county, such number may be made
8 available as part of the official record available for public
9 inspection and copying. Any person, or his or her attorney or
10 legal guardian, may request that a county recorder remove from
11 an image or copy of an official record placed on a county
12 recorder's publicly available Internet website, or a publicly
13 available Internet website used by a county recorder to
14 display public records or otherwise made electronically
15 available to the public by the recorder, his or her full
16 account, debit, charge, or credit card number contained in
17 that official record. Such request must be made in legible
18 writing, signed by the requestor, and delivered by mail,
19 facsimile, electronic transmission, or in person to the county
20 recorder. The request must specify the identification page
21 number of the document that contains the number to be
22 redacted. The county recorder does not have a duty to inquire
23 beyond the written request to verify the identity of a person
24 requesting redaction. A fee may not be charged for redacting
25 such number.
