21 Section 51. In order to implement the 2002-2003
22 General Appropriations Act and Specific Appropriations 1505 -
23 1569A thereof, subsection (13) is added to section 216.292,
24 F.S., to read:
25 216.292 Appropriations nontransferable; exceptions--
26 (13) For the 2002-2003 fiscal year only, and
27 notwithstanding the other provisions of this section; s.
28 215.32(2)(d), establishing the working capital fund; s.
29 216.179, relating to reinstatement of vetoed appropriations;
30 and s. 216.181, relating to limitations on budget amendments;
31 local government spending for police, fire, rescue, and health

1 services, water treatment, and public works for the 2002-2003
2 fiscal year may be increased in an amount up to the total of
3 the Governor's vetoes of 2002-2003 appropriations from the
4 General Revenue Fund. Such increase may be approved only by
5 the Legislative Budget Commission pursuant to the request of
6 the Department of Community Affairs filed with the Executive
7 Office of the Governor. The provisions of this subsection are
8 subject to the notice, review, and objection procedures set
9 forth in s. 216.177. Counties and municipalities may apply to
10 the Department of Community Affairs for reimbursement of costs
11 that were incurred after the September 11, 2001, terrorist
12 attack. Reimbursements may be provided for, but are not
13 limited to, specialized training, extended hours of service,
14 and capital improvements. Local governments must provide
15 proof to the Department of Community Affairs that the costs
16 for which they are seeking reimbursement were not anticipated
17 in their 2002-2003 budgets. This subsection shall not limit
18 any increases to local government spending authorized by law.
19 This subsection expires July 1, 2003.
