13         Senate Amendment 
14         On page 66, line 9, after the period
15  
16  insert:  Any withholding of payments by the Agency for Health
17  Care Administration from nursing home providers or
18  intermediate care for the developmentally disabled providers,
19  pursuant to this section shall be limited so that the monthly
20  medical assistance payment is not reduced by more than 20
21  percent.
