18 AIRPORT AUTHORITY
19 SECTION 11.01 CREATION, MEMBERSHIP, AND OPERATIONS.
20 A. There shall be created an airport authority with a
21 governing body consisting of seven voting members. Each member
22 of the governing body of the airport authority must at all
23 times during his or her term of office be a permanent resident
24 of Miami-Dade County.
25 1. Two members of the governing body of the airport
26 authority shall be appointed by the Governor of the State,
27 subject to confirmation by the state Senate. The two members
28 of the governing body appointed by the Governor shall serve
29 terms of 4 years. Such persons may not hold elective office
30 during their terms on the authority.
31 2. Two members shall be appointed by the County Ethics

2 3. One member shall be appointed by the County Mayor.
3 4. Two members shall be appointed by the Board of
4 County Commissioners. At least one of the members appointed by
5 the Board of County Commissioners must possess expertise in
6 airport security.
7 B. The powers, duties, responsibilities, and
8 procedures of the airport authority and its governing body
9 shall be prescribed in ordinances adopted by the Board of
10 County Commissioners following no less than five public
11 hearings for the purpose of receiving expert testimony and
12 other public testimony on such matters. Such ordinances must
13 provide, at a minimum, for the authority to exercise all
14 powers necessary, appurtenant, convenient, or incidental to
15 the carrying out of its purposes. The authority may acquire,
16 hold, construct, improve, maintain, operate, own, and lease an
17 airport system.
18 C. The governing body of the airport authority shall
19 annually submit a report on its activities and finances to the
20 County Mayor, the Board of County Commissioners, and the
21 members of the Miami-Dade County legislative delegation.
