  1                      A bill to be entitled

  2         An act relating to license plates; amending ss.

  3         320.08056, 320.08058, F.S.; creating a "Live

  4         the Dream" license plate; providing for the

  5         distribution of annual use fees received from

  6         the sale of such plates; providing a contingent

  7         effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10  

11         Section 1.  Paragraph (hh) is added to subsection (4)

12  of section 320.08056, Florida Statutes, as amended by section

13  1 of chapter 2001-355, Laws of Florida, to read:

14         320.08056  Specialty license plates.--

15         (4)  The following license plate annual use fees shall

16  be collected for the appropriate specialty license plates:

17         (hh)  Live the Dream license plate, $25.

18         Section 2.  Subsection (33) is added to section

19  320.08058, Florida Statutes, as amended by section 2 of

20  chapter 2001-355, Laws of Florida, to read:

21         320.08058  Specialty license plates.--

22         (33)  LIVE THE DREAM LICENSE PLATES.--

23         (a)  Notwithstanding the provisions of s. 320.08053(1),

24  which require certain information to be submitted at least 90

25  days prior to the convening of the Legislature, the department

26  shall develop a Live the Dream license plate as provided in

27  this section. The word "Florida" must appear at the top of the

28  plate, and the words "Live the Dream" must appear at the

29  bottom of the plate.

30         (b)  The annual use fees shall be distributed to The

31  Dream Foundation, Inc., a maximum of 25 percent of which shall

 1  be used for marketing and promoting the license plate. The

 2  remaining funds shall be used for:

 3         1.  Education and awareness programs for dental health

 4  awareness;

 5         2.  Procurement and distribution of inexpensive or free

 6  access to medical and dental products and services for the

 7  underprivileged;

 8         3.  Improved access to affordable dental and medical

 9  treatment for the underprivileged; and

10         4.  Grants to develop dental clinics providing

11  affordable or free dental services to the underprivileged in

12  areas where dental treatment is lacking.

13         Section 3.  If any law that is amended by this act was

14  also amended by a law enacted at the 2002 Regular Session of

15  the Legislature, such laws shall be construed as if they had

16  been enacted at the same session of the Legislature, and full

17  effect should be given to each if that is possible.

18         Section 4.  This act shall take effect July 1, 2002,

19  but it shall not take effect unless it is enacted by at least

20  a three-fifths vote of the membership of each house of the

21  Legislature.

24                          SENATE SUMMARY

25    Creates a "Live the Dream" license plate and provides for
      the distribution of annual use fees to The Dream
26    Foundation, Inc., to be used for certain education and
      awareness programs and to provide certain medical and
27    dental products and services to underprivileged persons.
