  1                      A bill to be entitled

  2         An act relating to specialty license plates;

  3         amending ss. 320.08056 and 320.08058, F.S.;

  4         providing for the creation of the Live the

  5         Dream license plate; providing for the

  6         distribution of annual use fees received from

  7         the sale of such plates; providing an effective

  8         date.

10  Be It Enacted by the Legislature of the State of Florida:

11  

12         Section 1.  Paragraph (hh) is added to subsection (4)

13  of section 320.08056, Florida Statutes, as amended by chapter

14  2001-355, Laws of Florida, to read:

15         320.08056  Specialty license plates.--

16         (4)  The following license plate annual use fees shall

17  be collected for the appropriate specialty license plates:

18         (hh)  Live the Dream license plate, $20.

19         Section 2.  Subsection (34) is added to section

20  320.08058, Florida Statutes, as amended by chapter 2001-355,

21  Laws of Florida, to read:

22         320.08058  Specialty license plates.--

23         (34)  LIVE THE DREAM LICENSE PLATES.--

24         (a)  Notwithstanding the provisions of s.

25  320.08053(1)(d), which requires certain information to be

26  submitted at least 90 days prior to the convening of the

27  Legislature, the department shall develop a Live the Dream

28  license plate as provided in this section. The word "Florida"

29  must appear at the top of the plate, and the words "Live the

30  Dream" must appear at the bottom of the plate.

 1         (b)  The annual use fees shall be distributed to The

 2  Dream Foundation, Inc., up to 25 percent of which shall be

 3  used for marketing and promotion of the "Live the Dream"

 4  concept and license plate. The remaining funds shall be used

 5  for:

 6         1.  Education and awareness programs for dental health

 7  awareness.

 8         2.  Procurement and distribution of inexpensive or free

 9  access to medical and dental products and services for the

10  underprivileged.

11         3.  Improved access to affordable dental and medical

12  treatment for the underprivileged.

13         4.  Grants to develop dental clinics providing

14  affordable or free dental services to the underprivileged in

15  areas where adequate dental treatment is lacking.

16         Section 3.  Amendments to sections of the Florida

17  Statutes enacted by this act shall not operate to repeal or

18  otherwise negate amendments to the same sections which may

19  have been enacted at the 2002 Regular Session of the Florida

20  Legislature and which are not indicated herein, and full

21  effect shall be given to each, if that is possible.  If

22  provisions of this act are in direct conflict with amendments

23  enacted at the 2002 Regular Session of the Legislature, the

24  provisions of this act shall control.

25         Section 4.  This act shall take effect July 1, 2002.
