14         On page 14, line 17, after the period

16  insert:  Unless there is probable cause determined by
17  employees of the Department of Health to believe that a
18  physician or patient has violated the law, the electronic
19  prescription-monitoring system may not be used by the
20  department to identify or refer cases regarding patients to a
21  licensing board or to a law enforcement agency pursuant to
22  this subsection.
