16  insert:  Unless, as provided in this section, there is
17  probable cause determined by employees of the Department of
18  Health to believe that a physician or patient has violated the
19  law, the electronic prescription-monitoring system may not be
20  used as a means of monitoring prescription drug use by that
21  patient.
