17 Section 3. Section 220.192, Florida Statutes, is
18 created to read:
19 220.192 Credits for contributions to term-limited
20 legislators rehabilitation pilot project:--
21 (1) The purpose of this section is to encourage
22 private, voluntary contributions to the term-limited
23 legislators rehabilitation pilot project.
24 (2) Definitions as used in this section, the term:
25 (a) "Term-limited legislators rehabilitation pilot
26 project" means a a ground-breaking, trail blazing program
27 which will serve a currently unserved population. The outreach
28 gap will be closed through intense research and location
29 combing. Eligible participants begin with Florida the Class of
30 1994. Participants will be served a complete array of mental
31 health assistive skills including door opening, wholesome meal

1 preparation, historic reflective meditation, with remedial
2 magazine and novel reading. A spousal and progeny
3 re-acquaintance track will be established with an
4 individualized case plan. Behavioral modification will
5 support silence in crowded rooms overcoming all urges of
6 speech making. Door to door walking will couple with economic
7 development and interpersonal skills enhancement for purveying
8 of combs, brushes and other personal hygiene household needs
9 leading to the global on ramp. Participants will explore
10 humility by drafting sustainable community support letters to
11 the editor which will never be published. Stake holders will
12 be assured of self-esteem as all phases of successful re-entry
13 into the citizenry will be encompassed in this
14 ground-breaking, trail blazing program. The pilot program will
15 serve the pool of all eligible participants in House Districts
16 40 to 60. An Executive Director will be designated from
17 eligible participants. To the extent federal funds are
18 available to augment the services in this program, all
19 diligent efforts will be undertaken to draw down matching
20 funds. Any local assistance will be coordinated in an
21 articulation agreement.
22 (b) "Eligible contribution" means a monetary
23 contribution from a taxpayer to the term-limited legislators
24 rehabilitation pilot project.
25 (3) Authorization to grant tax credits; limitations on
26 individual and total credits.
27 (a) There is allowed a credit of 100 percent of an
28 eligible contribution against any tax due for a taxable year
29 under this chapter.
30 (b) The total amount of tax credit which may be
31 granted each state fiscal year under this section is $1.5
