14 On page 13, between lines 4 and 5,

16 insert:
17 Section 4. Subsection (3) of section 373.079, Florida
18 Statutes, is amended to read:
19 373.079 Members of governing board; oath of office;
20 staff.--
21 (3) The chair and members of the board shall receive
22 no compensation for services as such, except as provided in s.
23 373.605(1); but, while officially on work for the district,
24 they shall receive their actual travel expenses between their
25 respective places of residence and the place where official
26 district business is conducted, subsistence, lodging, and
27 other expenses in the actual amount incurred therefor. These
28 expenses may not exceed the statutory amount allowed state
29 officers and employees. Payment or reimbursement to governing
30 board members for the use of private or charter aircraft may
31 be no greater than that allowed for commercial air travel for

1 equivalent distances. This subsection applies retroactively to
2 the effective date of the creation of each of the five
3 separate water management districts.
4 Section 5. Subsection (1) of section 373.605, Florida
5 Statutes, is amended to read:
6 373.605 Group insurance for water management
7 districts.--
8 (1) The governing board of any water management
9 district is hereby authorized and empowered to provide group
10 insurance for its employees and governing board members in the
11 same manner and with the same provisions and limitations
12 authorized for other public employees and officers by ss.
13 112.08, 112.09, 112.10, 112.11, and 112.14.

28 insurance to governing board members;
