  1                      A bill to be entitled

  2         An act relating to state employee health

  3         insurance; providing a statement of principles

  4         on the organization and funding of health

  5         insurance for state employees; providing an

  6         effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9  

10         Section 1.  The Legislature declares that the provision

11  of timely and affordable access to quality health care for

12  state employees is an important part of the total compensation

13  policy of the State of Florida.

14         Section 2.  This act shall take effect July 1, 2003.
