6          The Committee on Judiciary recommends the following:

9          Remove the entire bill and insert:
10 House Memorial No. ____
11          A memorial to the Congress of the United States, urging
12    Congress to adopt H.R. 505, or similar legislation, to
13    amend the Immigration and Nationality Act to provide for
14    the adjustment of the status of alien children who arrive
15    in the United States without their parents and to
16    establish a panel of advisors to assist unaccompanied
17    alien children in immigration proceedings.
18         
19          WHEREAS, under current policy of the United States
20    Immigration and Naturalization Service, certain minors coming
21    into the United States are subject to being handcuffed,
22    shackled, and even placed in solitary confinement, and
23          WHEREAS, H.R. 505, the Alien Unaccompanied Minor Adjustment
24    and Protection Act of 2001, would not only provide for a more
25    humane treatment of certain minor alien children, but would also
26    allow them to have access to family within the United States and
27    provide them with legal assistance and guardians ad litem, and
28          WHEREAS, this act provides a means by which to assist these
29    children who have dreamed of a better life and who have risked
30    their lives to come to a country of freedom and opportunity,
31    NOW, THEREFORE,

33          Be It Resolved by the Legislature of the State of Florida:
34         
35          That the Congress of the United States is requested to
36    amend the Immigration and Nationality Act and enact H.R. 505,
37    the Alien Unaccompanied Minor Adjustment and Protection Act of
38    2001, or similar legislation, to provide assistance to alien
39    unaccompanied minor children in immigration proceedings.
40          BE IT FURTHER RESOLVED that copies of this memorial be
41    dispatched to the President of the United States, to the
42    President of the United States Senate, to the Speaker of the
43    United States House of Representatives, and to each member of
44    the Florida delegation to the United States Congress.
