6          The Committee on Future of Florida's Families recommends the
7    following:

9          Committee Substitute
10          Remove the entire joint resolution and insert:
11 House Joint Resolution
12          A joint resolution proposing an amendment to Section 2 of
13    Article I of the State Constitution to prohibit depriving
14    a person of any right because of physical or mental
15    disability, as defined by general law.
16         
17          Be It Resolved by the Legislature of the State of Florida:
18         
19          That the amendment to Section 2 of Article I of the State
20    Constitution set forth below is agreed to and shall be submitted
21    to the electors of Florida for approval or rejection at the
22    general election to be held in November 2004:
23 ARTICLE I
24 DECLARATION OF RIGHTS
25          SECTION 2. Basic rights.--All natural persons, female and
26    male alike, are equal before the law and have inalienable
27    rights, among which are the right to enjoy and defend life and
28    liberty, to pursue happiness, to be rewarded for industry, and
29    to acquire, possess and protect property; except that the
30    ownership, inheritance, disposition and possession of real
31    property by aliens ineligible for citizenship may be regulated
32    or prohibited by law. No person shall be deprived of any right
33    because of race, religion, national origin, orphysical
34    disability, or mental disability, as the terms “physical
35    disability” and “mental disability” may be defined by general
36    law.
37          BE IT FURTHER RESOLVED that the title and substance of the
38    amendment proposed herein shall appear on the ballot as follows:
39 BASIC RIGHTS FOR PERSONS WITH DISABILITIES
40          Proposes an amendment to Section 2 of Article I of the
41    State Constitution to prohibit depriving a person of any right
42    because of physical or mental disability, as the terms “physical
43    disability” and “mental disability” may be defined by general
44    law.
