1 A bill to be entitled
2          An act relating to funding for domestic violence centers;
3    amending s. 39.903, F.S.; providing for the provision of
4    services and the distribution of funds for domestic
5    violence centers by a private entity; limiting the
6    services and funding to certified domestic violence
7    centers; amending s. 39.905, F.S.; providing that the
8    Department of Children and Family Services shall approve,
9    rather than develop, a funding distribution formula for
10    state funds provided to certified domestic violence
11    centers; providing an effective date.

13          Be It Enacted by the Legislature of the State of Florida:
14         
15          Section 1. Subsection (7) of section 39.903, Florida
16    Statutes, is amended to read:
17          39.903 Duties and functions of the department with respect
18    to domestic violence.--
19          (7) The department shall contract with a statewide
20    association whose primary purpose is to represent and provide
21    technical assistance to certifieddomestic violence centers.
22    This association shall receive 2 percent of the Domestic
23    Violence Trust Fund for this purposeimplement, administer, and
24    evaluate all services provided by the certified domestic
25    violence centers. In distributing funds allocated by the
26    Legislature for certified domestic violence centers, the
27    association shall use a formula approved by the department as
28    specified in s. 39.905(7)(a).
29          Section 2. Paragraph (a) of subsection (7) of section
30    39.905, Florida Statutes, is amended to read:
31          39.905 Domestic violence centers.--
32          (7)(a) All funds collected and appropriated to the
33    domestic violence program for certified domestic violence
34    centers shall be distributed annually by the department to each
35    district according to an allocation formula approveddetermined
36    by the department. In developing the formula, the factors of
37    department shall consider population, arural and geographical
38    area factor, and the incidence of domestic violence shall be
39    considered.
40          Section 3. This act shall take effect upon becoming a law.
