1 A bill to be entitled
2 An act relating to license plates; amending ss.
3 320.08056, 320.08058, F.S.; creating a Hospice
4 license plate; providing for the distribution
5 of annual use fees received from the sale of
6 such plates; providing an effective date.

8 WHEREAS, Florida hospices have served this state for
9 more than 20 years in helping to meet the medical, physical,
10 emotional, and spiritual needs of terminally ill adults and
11 children and their families, and
12 WHEREAS, skilled hospice staff and volunteers provide
13 special hands and hearts of caring, and
14 WHEREAS, the hospice concept of care exists by and
15 through local communities, and
16 WHEREAS, this state benefits greatly from the increased
17 care, outreach, and education provided by hospice caregivers,
18 and seeks to reward the contributions to the state made by
19 current and future hospice patients, their loved ones, and
20 their hospice caregivers, and
21 WHEREAS, Florida Hospices and Palliative Care, Inc.,
22 was founded 20 years ago to establish and ensure a statewide
23 mechanism for bringing together and disseminating hospice and
24 related care information, research, education, outreach,
25 referrals, and funding for the benefit of our citizens and
26 communities, NOW, THEREFORE,

28 Be It Enacted by the Legislature of the State of Florida:

30 Section 1. Paragraph (mm) is added to subsection (4)
31 of section 320.08056, Florida Statutes, to read:

1 320.08056 Specialty license plates.--
2 (4) The following license plate annual use fees shall
3 be collected for the appropriate specialty license plates:
4 (mm) Hospice license plate, $25.
5 Section 2. Subsection (39) is added to section
6 320.08058, Florida Statutes, to read:
7 320.08058 Specialty license plates.--
8 (39) HOSPICE LICENSE PLATES.--
9 (a) The department shall develop a Hospice license
10 plate as provided in this section. The word "Florida" must
11 appear at the top of the plate, and the words "Hospice: Every
12 Day Is A Gift" must appear at the bottom of the plate. A
13 figure of a butterfly in the colors of orange, light purple,
14 and black shall appear on the left side of the plate and the
15 background of the plate shall be in shades of orange and
16 white.
17 (b) The annual use fees shall be distributed to
18 Florida Hospices and Palliative Care, Inc., to be used as
19 follows:
20 1. To fund projects relating to hospice care for
21 special groups, such as children, veterans, and ethnic,
22 religious, gender, or minority groups, or to provide
23 disease-specific research or outreach.
24 2. To fund education and outreach for hospice
25 volunteers, patients, families, and health care professionals.
26 3. To fund informational and educational media
27 programs regarding the availability of hospice services.
28 4. To fund the expansion or enhancement of the Florida
29 Hospices and Palliative Care, Inc., toll-free referral line
30 operated to provide hospice information.

1 5. To fund the expansion or enhancement of the Florida
2 Hospices and Palliative Care, Inc., website.
3 (c) The first $90,000 in annual use fees shall be
4 distributed to Florida Hospices and Palliative Care, Inc., to
5 be used to recover all startup costs for developing and
6 issuing the plates. Thereafter, the proceeds shall be
7 distributed to Florida Hospices and Palliative Care, Inc.,
8 which shall distribute the fees through a standing committee
9 that reviews funding solicitations and awards.
10 Section 3. This act shall take effect July 1, 2003.

13 SENATE SUMMARY
14 Creates a Hospice license plate and provides for the
distribution of annual use fees to Florida Hospices and
15 Palliative Care, Inc., to be used for the promotion of
the Hospice concept and for public outreach programs.
